The canonical apiStage codes. The usage-plan resolver matches a plan whose
name is ${code} or ${code}-${stack} (e.g. deposit-dev) against this set,
since AWS GetUsagePlans doesn't return the apiStage tag. Add a stage here
when you add one to API_STAGE_LABELS and product.api_stage.
